ECNV has a Medicaid Waiver team dedicated to helping people with disabilities receive the supports they need. We specifically work with people on Commonwealth Coordinated Care (CCC) Plus Waiver.

Regarding CCC Plus Medicaid Waiver updates and ECNV response to COVID-19 (coronavirus)
 
 
Due to recent developments regarding the COVID-19 virus (coronavirus) and the potential health risk this virus poses to our consumers and staff, the Executive Board of Directors of the ENDependence Center of Northern Virginia (ECNV) and LEND voted on Saturday to close our offices effective today, March 16th, through the end of the month.  To reduce the risk of spreading the COVID-19 virus, all in-person events have been cancelled for the rest of March. ECNV will reassess the situation at the end of the month to decide when to reopen our offices.
 
Even though our offices will be closed, we will still serve our consumers to the best of our ability. Please go to our website ecnv.org to contact staff for services via email or work cell. We will continually update our medicaid services page to bring you information regarding these services as we receive them from DMAS. You may also send an email to info@ecnv.org for general questions and concerns. This has been a difficult decision, but our highest priority is keeping the community safe to stop the spread of this virus. We thank you for your understanding.
 
UPDATES as of June 26, 2020
 
Hello Waiver Consumers and Families,
 
DMAS released a Medicaid Provider Memo 06/26/2020 regarding the discontinuation of some flexibilities for home and community-based waivers that have been allowed during COVID-19. Some of these flexibilities could indeed be extended further past the dates they state in the memo, depending on assessments done by DMAS closer to those end dates.  Things to highlight:
 
Currently, DMAS is not penalizing any Waiver individual for not utilizing a Waiver service once every 30 days.  This flexibility will continue through January 26, 2021.
Attendants who are caring for individuals over the age of 18, may work for up to sixty (60) days, as opposed to the current 30-day limit in Virginia Code § 32.1-162.9:1, while criminal background registries are checked.  This flexibility is also extended through January 26, 2021.
Consumer-directed Employers of Record (EORs) must ensure that the attendant is adequately supervised while the criminal background registry check is processed.
This section does not apply to services provided to individuals under the age of 18, with the exception of parents of minor children in the consumer-directed program.
Currently, DMAS is allowing regulatory reassessment visits to be done via telephone/telehealth rather than continuing the requirement for in-home face-to-face visits.  This flexibility will end July 31, 2020.  Beginning August 1, 2020, these regulatory visits will again require to be face-to-face and in the individuals’ homes.  There are some exceptions to this:
In the event the member refuses the face to face visit, or the MCO or provider ascertains that the member or provider’s health is at risk by conducting the face to face visit due to COVID-19, the MCO or provider must document the reason the face to face visit could not be made in the member’s record.
Currently, spouses and parents of minor children are allowed to be temporary paid attendants.  This flexibility will end August 31, 2020.
Again, temporary attendants are only allowed to work attendant care hours—NOT respite care hours.
In addition, the temporary attendant can NOT also be the Employer of Record at the same time.
Time entries for temporary attendants must be submitted to the fiscal agent no later than December 31, 2020 in order for that time to be paid.
