Legislative Updates:
Virginia General Assembly
Virginia’s legislative session began on January 14, and members of the House of Delegates and Senate will soon be considering hundreds of bills on a wide range of issues. Some of these proposals will affect students with disabilities, special education, and related services.
If you’re interested in following disability- or special education-related legislation, you can track bills using Virginia’s Legislative Information System (LIS). The system is free and open to the public.
LIS allows you to view bill language, meeting calendars, the Governor’s proposed budget and budget amendments, the Code of Virginia, state regulations, and more. You can also see which committees your Delegate and Senator serve on.
Things move quickly during the General Assembly session, and meeting dates, times, and locations can change with little notice. Be sure to check LIS regularly for the most up-to-date information.
The disAbility Law Center of Virginia always closely follows disability related bills that come through the Virginia General Assembly. Watch their Facebook for updates!
HB602, Expanding Access to Open Captioning in Virginia
HB 602 is a bill in the Virginia General Assembly that would expand access to open captioned movie screenings across the Commonwealth.
This legislation would require many movie theaters to offer open caption showings during a film’s release period and to respond to requests for captioned screenings in a timely and transparent way. It also includes requirements for theaters to clearly advertise open caption showtimes and provide contact information for requests.
Access to open captioning is an issue we regularly hear about from members of the disability community, particularly people who are Deaf or hard of hearing and others who benefit from captions. We’re encouraged to see this concern reflected in proposed legislation.
