Advocacy Update: Federal Government Shutdown

On October 1, 2025, the federal government entered a shutdown after Congress failed to agree on a new budget. One major issue still being debated is the extension of Affordable Care Act (ACA) tax credits, which help make health insurance more affordable. Without action, these subsidies will expire at year’s end, and many people who purchase health insurance  through the marketplace could see premiums double or more when open enrollment begins on November 1.

Benefits: Programs such as Medicaid, Medicare, SSI, and SSDI will continue, but expect delays in processing applications or reaching staff. If the shutdown extends into November, SNAP and housing benefits could face reductions. For updates, visit the Virginia Department of Social Services website.

Impacts on Disability Services: Recent federal layoffs cut key agencies, including:

Department of Education OSERS – oversees special education and vocational rehabilitation across states.

HUD FHEO – investigates housing discrimination, including disability-related cases.

SAMHSA – supports mental health and addiction services and manages the 988 Suicide and Crisis Lifeline.
